Constituent Assembly in Bolivia - Unification process or divisionAlthough Bolivia is experiencing a period economic prosperity at the moment, the country continues to face problems with poverty and difficulties in sharing wealth. As a result of the inequality relationships dragged from centuries ago, Juan Evo Morales Ayma consolidates himself , he who identifies himself as native and that also counts with the support of sectors that traditionally were excluded. The Socialism Movement (MAS) – Political Instrument for the Sovereignty of the People (MAS-IPSP) is a conglomerate of organizations and social sectors named social movements. Precisely these are the organizations that together with their associates lead the different acts or claim actions or protests (road blocks, strikes, marches) since the year 2000, date in which they start to coordinate activities that end up in the modification proposal of the Political Constitution of the State (CPE law 2650 of the 13th of April of 2004). This inserts the figure of the Constituent Assembly, summoned March 6th of 2006. In the Referendum – besides the constituent election- four departments named ‘of the half moon’- Santa Cruz, Tarija, Pando and Beni – by majority choose the departmental autonomy, becoming a regional reference of the national government’s opposition. For the first time in the national history the nine Prefects – government representatives at a departmental level – have been elected by popular vote together with the president’s election and the Republic’s legislators. We have to add, that the main cities’ civic committees inside of the ‘half moon’’, that represent 60% of the Bolivian population have demanded the government – through strikes and stoppages- the respect for democracy and the institutional order. All these aspects, further more than complexing the current situation, chaotic by itself, have generated an unstable environment. An additional characteristic of the reality, is the representative’s duality of the social movements, in a way they are public officials, legislators or constituents related to the official party, that is, they are in the government structure, and on the other hand, they try to represent their bases. The President included, further more of being the President of the Republic, he is at the same time the highest leader of 6 coca producers’ federations of the Cochabamba‘s tropic. From all of these we can deduct that the future scenario would be as follows: • A Political Constitution from the State approved without the necessary consensus. • An agreed constitution or politically conditioned (political parties) • A constitution that reached consensus, incorporated with different visions, being the same, they are differentiated and incongruous. • The rejection in the referendum of the presented Political Constitution.
